PROJECT INFORMATION

The Quang Ngai - Hoai Nhon Expressway project has a length of 88km, total investment of 20,470 billion VND, divided into 3 packages. The project has a starting point connecting with Da Nang - Quang Ngai highway at Km127+720 (in Nghia Ky commune, Tu Nghia district) and an ending point intersecting with Provincial Road 629, in Bong Son ward, Hoai Nhon town, Binh Dinh..

Package XL1 of the Quang Ngai - Hoai Nhon expressway project is a 30km long section worth 3,862 billion VND, with a construction period of 34 months. It includes a level I road and 31 bridge projects, consisting of 4 level II bridges, 20 level III bridges, and 7 level IV bridges.

The XL1 package will be implemented by Joint Venture of DEOCA Group JSC, Deo Ca Traffic Infrastructure Investment JSC (HHV), and Dacinco Construction Investment Co. Ltd.

CAPABILITY OF THE LEADER OF THE JOINT VENTURE

DEOCA Group's capacity and experience were evaluated and approved for contractor appointment in Decision No. 506/QD-BQLDA2 dated December 23, 2022:

1. DEOCA Group has over 6,000 staff, including experienced management engineers and skilled workers who have built many complex projects. The Advisory Council, consisting of leading experts in finance, engineering, law, and auditing, has also contributed significantly.

2. DEOCA Group recently invested over 1,000 billion VND in specialized construction equipment, including tunnel boring machines, blasting machines, large diameter borehole equipment, excavators, and transport cars.

3. DEOCA Group has completed Vietnam's largest road tunnel projects (Hai Van tunnel - 6,200m, DEOCA tunnel - 4,200m, Cu Mong tunnel - 2,600m) and is currently constructing other road tunnels (Thung Thi - 680m, Truong Vinh - 450m, Vung Mountain tunnel - 2,200m).

4. DEOCA Group completed two expressway projects (Bac Giang - Lang Son and Trung Luong - My Thuan) equivalent to the North-South expressway project phase 2. They are currently working on the Cam Lam - Vinh Hao expressway (part of the North-South expressway phase 1) as an investor and general contractor.

5. They have built aesthetically pleasing and technically advanced bridges, including the Cua Luc Bay sea-crossing bridge in Quang Ninh, Cua Luc 1, Cua Luc 3, and the sea-crossing bridge leading to the Hai Van tunnel. They have also constructed large bridges on the Trung Luong - My Thuan and Cam Lam - Vinh Hao expressways.

IDENTIFYING RISKS WHEN CONSTRUCTING NORTH - SOUTH EXPRESS PHASE 2

Firstly, The contract terms between the Project Management Unit and the contractor need to be adjusted to avoid affecting progress. Additionally, the roles of investor and project manager of PMU should be separated.

Secondly, fluctuating prices of supplies, materials, and fuel cause difficulties in price adjustment and settlement work. Localities announce prices untimely and inconsistently with reality, making it easy for mine owners to raise prices higher than the local price announcement. The lack of clear authority to implement compensation and site clearance for common material mines leads to the risk of high costs and progress delays.

Thirdly, the work of surveying, designing, verifying, appraising, determining estimated prices, and preparing required documents are prone to errors due to short- time with complex geology and terrain. A 5% discount for contractor appointment poses a huge challenge for project implementation.

SOLUTIONS TO ENSURE PROJECT COMPLETION

Summarize project experiences, identify risks, and propose solutions for implementing North-South Expressway Phase 2:

1. The Minister of Transport direct PMU to separate investor and project manager roles, review capacity and experience of individuals and collectives from North-South Expressway Phase 1, and assign tasks based on ability to interact with contractors.

2. Control of prices and material sources: Manage cash flow to control contractor spending, prioritize advance disbursement for suppliers to stabilize prices, and collaborate with the authorities to propose policy solutions.

3. Applying digital technology to project management: DEOCA Group pioneers digital tech in surveying & designing with "3D-Laser-Scanning" & "LiDAR" to increase transparency, speed, and accuracy. Re-evaluate Investor's design & estimates for accurate terrain, material mines, waste dumps, site clearance scope. Ensure correct project calculation, proposal, contractor management, supervision, & post-inspection.

In addition, Project to use "3D-Laser-Scanning" during construction to scan & record component dimensions, check design compliance, determine geometric dimensions of slope & road layers, slope of road surface, and roadbed settlement during loading.

PROBLEMS FROM POLICY NEED TO BE RESOLVED

DEOCA Group and the contractors are very honored to be trusted by the investor to designate the construction of the North-South expressway phase 2 from Quang Ngai - Hoai Nhon. DEOCA proposed:

1. The Prime Minister:

- The Ministry of Natural Resources and Environment and the Ministry of Transport have issued documents instructing localities to use the project's capital to carry out compensation and site clearance for new mines and new roads to access mines, waste dump. Completion time before January 30, 2023.

- The Ministry of Construction and the Ministry of Transport review, edit, supplement and promulgate a system of standards, economic and technical norms, and instructions on applying the BIM model in construction activities and project management and operation according to direction of the Prime Minister in Decision 877/QD-TTg dated July 22, 2022; Allows pilot application of BIM construction information model for expressway projects; The Ministry of Construction soon commented on the inappropriate construction norms established by the Ministry of Transport.

- The People's Committees of the provinces urgently hand over new mines of materials to selected contractors before January 30, 2023 so that contractors can deploy to ensure committed progress and construction throughout Tet as directed by the Prime Minister. At the same time, direct the Department of Construction, Department of Finance, and Department of Natural Resources and Environment to announce price indexes monthly of materials in accordance with reality to ensure payment and settlement of projects.

2. The Ministry of Transport directs project management boards:

- Urgently approve construction drawing designs to meet construction progress on site, it is necessary to separate the role of the Investor from the role of project manager, especially the need to be consistent in advance and payment criteria, accounting and acceptance process.

- Work with the People's Committees of the provinces to quickly hand over the site, especially in critical progress areas such as (weak ground, tunnels, bridges, intersections, etc.) and mobilize people in the project area. The project agrees on the contractor's use of access roads to the construction site.

- Request the supervision consultant to urgently mobilize adequate human resources to meet the contractor's construction plan; At the same time, enough personnel must be arranged during the contractor's construction period during Tet and holidays.

- Based on review and reassessment of the resolution of the above problems, agree with the leading contractor on the joint venture to create an overall construction plan that clearly establishes the roles and responsibilities of each participating entity to report to the Ministry of Transport for approval and publication so that people can monitor the implementation with the motto "If you want to clear roads on the ground, you must clear the responsibility roads".
