Advisory council reviews 2025, sets action plan for 2026

On the afternoon of January 30 in Dong Thap, the Advisory Council (AC) of Deoca Group held a meeting to review its performance in 2025 and develop an action plan for the coming period.

The meeting was chaired by Mr. Ho Nghia Dung – Chairman of the Advisory Council, with the participation of senior advisors of the Group.

Closely engaged in every movement of the Group

Serving as a professional and experiential “pillar,” in 2025 the Advisory Council regularly monitored, advised, and conducted training across key areas directly linked to the Group’s investment, construction, operation, and sustainable development activities.

Overview of the meeting.

At the beginning of the meeting, Mr. Tran Chung – Vice Chairman of the Advisory Council, presented a report on the Council’s 2025 performance across nine professional areas, covering the full spectrum of the Group’s operations. In addition to regular monitoring tasks, advisors were assigned to oversee specific projects nationwide as well as the overall portfolio of projects in the investment preparation phase.

In the field of investment and corporate governance, the Advisory Council provided numerous strategic recommendations, focusing on key infrastructure projects such as the Dai Ngai Bridge, the Ho Chi Minh City – Trung Luong – My Thuan Expressway, and service areas along expressways.

Through reviewing project progress, organizational structures, governance models, and executive personnel at consulting units, the Council contributed to improving management systems and enhancing operational efficiency. At the same time, rules for managing subcontractors and suppliers were advised and developed in a more stringent, transparent manner aligned with practical requirements.

In 2025, the Advisory Council also coordinated with project management teams to improve internal documentation handling capacity, participated in working sessions with auditors, and reviewed settlement, payment, and legal compliance processes. Based on these activities, the Council provided recommendations on credit and financial management, capital disbursement planning, and strategic orientations for approaching and preparing key projects in 2026.

In the construction sector, Mr. Tran Chung noted that throughout 2025, Advisory Council members regularly conducted site inspections and evaluations of assigned projects, providing guidance on site clearance, quality, progress, occupational safety, environmental protection, cost control, and documentation.

Through direct site visits and working sessions with the Group’s Executive Board and project enterprises, the Advisory Council helped resolve geological and technical challenges, proposing suitable construction solutions to accelerate progress and ensure connectivity targets. Major projects such as Huu Nghi – Chi Lang, Dong Dang – Tra Linh, Tuyen Quang – Ha Giang, Dai Ngai Bridge 1, Ring Road 3 – Tan Van, and the Long Thanh Airport connecting route were closely monitored, particularly under complex weather and terrain conditions.

In the area of management and operations, the Advisory Council focused on evaluating the operation of key infrastructure projects. The Council also reviewed and provided input on personnel arrangements for operations, surveyed the activities of repair workshops and mechanical workshops, and proposed improvements to processes and production lines.

Recognizing the critical role of human resources in sustainable development, the Advisory Council contributed to the design of training programs serving strategic infrastructure projects. Notably, its members directly participated in training on technology, operation, and maintenance of specialized equipment and machinery, combining theoretical instruction with on-site practice.

Over the past year, the Advisory Council has also actively accompanied, monitored, advised, and connected activities in legal affairs, communications, project security, and Party-related work.

A professional and strategic pillar

Discussing the 2026 action plan, Mr. Tran Chung stated that the Advisory Council will continue to strengthen its strategic advisory role and work closely with the Board of Directors and Executive Board in key areas. The focus will be on closely monitoring project implementation, particularly the expansion of the Ho Chi Minh City – Trung Luong – My Thuan Expressway, providing timely risk warnings, proposing solutions to address challenges, improving governance efficiency, construction quality, and operational safety, while contributing to sustainable development, corporate culture, and resource preparation for future strategic infrastructure projects.

“In 2026, we will face a significant workload to meet the Group’s objectives,” Mr. Chung noted, adding that the Advisory Council will continue proactive coordination and regular meetings with the Executive Board and functional departments to address issues within its expertise, forecast opportunities and risks, and provide recommendations.

At the meeting, advisors also shared their work results and proposed solutions to strengthen the Group’s professional activities. Mr. Do Van Dung stated that in his areas of responsibility - training, equipment management, and digital transformation - recent advisory efforts have focused on improving efficiency and reducing costs, leading to noticeable improvements in project implementation, particularly in materials management.

“Moving into 2026, the Group should expand its partner network, prioritizing cooperation with reputable authorized distributors to enhance bidding capacity and product quality. At the same time, it should promote skills competitions for workers and career orientation programs for students in construction and transportation fields, thereby attracting high-quality human resources and strengthening the Deoca brand presence,” Mr. Dung suggested.

Regarding project security, Mr. Bui Van Ha proposed that project management boards develop models to evaluate the effectiveness of security coordination mechanisms between projects and local authorities.

Looking ahead to 2026, Mr. Ngo Van Quy emphasized the need to implement auditing early and systematically from the beginning of projects, especially the Ho Chi Minh City – Trung Luong – My Thuan Expressway, to ensure legal compliance and risk control. He highlighted the importance of strengthening audit personnel, including managers, auditors, and technicians, through recruitment, partnerships, or flexible contracts. He also stressed enhancing subcontractor supervision and accelerating settlement processes to improve project efficiency.

Mr. Ngo Van Quy emphasized the need for early and synchronized auditing from the initial stages of projects.

Mr. Duong Dang Hue noted that the Group’s legal workload is increasing and requires more systematic and proactive organization. He recommended reviewing, standardizing, and improving internal regulations and procedures to ensure consistency and avoid overlap or obsolescence, while strengthening coordination between the legal department and specialized units to enhance compliance and operational efficiency.

Mr. Duong Dang Hue highlighted the growing need for a more structured and proactive legal framework.

Speaking at the meeting, Mr. Nguyen Huu Hung – Vice Chairman of the Board of Directors, affirmed that the Group highly values the Advisory Council’s close and practical support, not only at the strategic level but also in directly assisting with operational challenges.

“With a team of highly experienced professionals across various fields, the Advisory Council is a vital pillar, helping to shape management thinking and working styles within the Group,” Mr. Hung said.

The Board of Directors expressed its desire for the Advisory Council to continue its role as a bridge, providing objective and valuable insights to ensure the Group’s efficient and sustainable operations.

On behalf of the Executive Board, Mr. Khuong Van Cuong – Chief Executive Officer, affirmed that the Group always values and proactively absorbs the Advisory Council’s recommendations, considering them a key foundation for improving governance and management effectiveness. He noted that these recommendations will be carefully reviewed and incorporated into the Group’s 2026 strategic planning.

Concluding the meeting, Mr. Ho Nghia Dung – Chairman of the Advisory Council, recognized that the Council’s activities have made practical contributions across various fields and projects of the Group. He acknowledged the strong sense of responsibility among advisors and the openness of the Group’s units in receiving feedback, considering this a key factor in improving governance quality and operational efficiency.

According to Mr. Ho Nghia Dung, the role of the Advisory Council goes beyond professional consultation, serving as a communication bridge between the Board of Directors and the Executive Board, ensuring objective yet flexible perspectives in the decision-making process. He added that the Council will enhance direct exchanges with the Chairman of the Board of Directors to promptly grasp major strategic directions and assign specific tasks to advisors in the coming period.
